Rossi, who signed for Rangers earlier this year, had been expected to return to his native Italy but now looks likely to head to Spain after Sunday's match against Cardiff.
Rangers expect to receive a small fee for him, as his contract ends next year - although an option in the deal allows him to leave this summer.
Rossi moved to Loftus Road shortly before completing a ban imposed after he became embroiled in a betting scandal in Italy.
